CONTEXTE

MdM-BE est présente au Mali depuis 2002, historiquement dans les régions de Gao et Ménaka au nord du pays, et depuis 2021 dans la région de Kita située dans le sud-ouest du pays où le projet concerné par cette évaluation a débuté pour adresser les enjeux de protection liés à la santé des populations vulnérables dans la zone. Les principaux domaines d’intervention de MdM-BE au Mali sont la santé et les droits sexuels et reproductifs (SDSR), ainsi que les crises et conflits.

MdM-BE est présente au Niger depuis 2014, où l’organisation a également choisi de faire de la santé sexuelle et reproductive (SSR) une de ses priorités, au regard de l’impact en termes de santé publique et de sa volonté d’agir en faveur du respect des droits sexuels et reproductifs. La mobilisation de MdM-BE se traduit par le renforcement de l’accès et la disponibilité de services de santé de qualité et un plaidoyer pour faire progresser durablement les droits sexuels et reproductifs.

Le projet « Renforcement des mécanismes de protection en lien avec l’accès aux soins de santé sexuelle et reproductive, incluant les violences basées sur le genre, pour les populations en situation de vulnérabilité au Mali, au Niger et en RDC » financé par la Direction Générale de la Coopération au Développement (DGD) 5.1 s’inscrit dans cette vision de MdM-BE en SDSR.

Que ce soit au Mali et au Niger, MdM-BE a identifié des enjeux majeurs concernant la protection, en lien avec les Droits en SSR, les Violences Basées sur le Genre (VBG) et de manière transversale la prise en charge psychosociale. Dans le contexte sahélien, les besoins des populations, en particulier des jeunes filles et adolescentes, sont majeurs et très peu couverts par les autorités étatiques. La stratégie proposée par le projet est ainsi en lien avec l’expertise principale de l’organisation : « l’accès à une couverture santé universelle pour les populations en situation de vulnérabilité ». Le Sahel étant depuis plusieurs années sous l’emprise d’une pression d’islamisme radical, ces sujets délicats de SDSR ou VBG ne peuvent être abordés efficacement sans d’abord et avant tout intervenir sur des aspects médicaux « sauvant la vie » des populations. Cela nous parait primordial en terme d’acceptance par les populations locales. Vu les nombreuses attaques et déplacements de populations, l’aspect santé mentale semble un des besoins non couverts majeurs. La méthodologie proposée par le projet se base sur un système de veille et de support psychosocial (si possible par les pairs ou la communauté, étant donné que les soins spécialisés en santé mentale sont faiblement acceptés et/ou difficiles d’accès). Des partenariats locaux sont mis en œuvre, soit nouveaux comme avec ERAD au Mali, soit dans une continuité comme avec l’ONG locale SongEs au Niger.

La partie du projet mise en œuvre en RDC s’insérant dans un contexte spécifique, dissocié du reste du projet mis en œuvre au Mali et au Niger et représentant une très petite part du financement, celle-ci ne sera pas concernée par cette évaluation finale et donc pas abordée dans ces termes de référence.

Description de la consultance

L'objectif de cette évaluation finale est de rendre compte des résultats obtenus du projet « Renforcement des mécanismes de protection en lien avec l’accès aux soins de santé sexuelle et reproductive, incluant les violences basées sur le genre, pour les populations en situation de vulnérabilité au Mali, au Niger et en RDC » et portera sur l’ensemble de ses résultats et activités mis en œuvre au Mali et au Niger uniquement (pour les raisons mentionnées plus haut, la RDC n’est pas inclue dans cette évaluation finale externe).

L’évaluation permettra d'apprécier, à la fin du projet, la pertinence, la cohérence, l'efficience, l'efficacité, l'impact et la viabilité de l'intervention dans une perspective de responsabilisation et d'apprentissage auprès des bénéficiaires et des parties prenantes.

Cette évaluation finale sera menée par un.e consultant.e/équipe de consultant.e.s. externe qui devra également identifier les bonnes pratiques et fournir des recommandations pour des interventions similaires visant à renforcer la capacité des communautés et du système de santé à faire face aux chocs et aux crises. Les résultats de cette évaluation permettront de soutenir le plaidoyer en direction des autorités sanitaires afin de faire évoluer les approches et modèles de formation en santé, pour mieux adapter la stratégie. Ils seront autant d’arguments pour une mise à l’échelle sur d’autres districts sanitaires au niveau national dans les différents pays d’intervention.

Cette évaluation s’étalera sur la période allant de décembre 2023 à février 2024.

Elle se déroulera dans les zones géographiques suivantes :

Au Niger: les districts sanitaires de Konni, Bagaroua et Tillia dans la région de Tahoua (27 CSI, 03 DS)

Au Mali : Le district Sanitaire de Kita dans la région de Kita (39 CSCOM, 01 DS)

Méthodologie

Le choix méthodologique proposé par le/la consultant.e ou l’équipe de consultant.e.s devra reposer sur les points suivants :

Prendre connaissance de la documentation du projet et des stratégies sectorielles dans chaque pays d’intervention : il s’agit entre des rapports d’activité, des documents méthodologiques, des comptes rendus de réunions, les tableaux de suivi des indicateurs

Comprendre la théorie de changement et le cadre de résultats ainsi que les indicateurs y afférents : cette documentation sera fournie au/à la consultant.e ou à l’équipe de consultant.e.s retenu et une séance avec les équipes projet sera tenue pour une bonne compréhension.

Intégrer dans la méthodologie la sensibilité au genre et environnement

LIVRABLES

Sont attendus pour le 27 octobre 2023 :

  • Sont attendus en cours de cette évaluation ;
  • Un rapport d’Inception / démarrage validé par le comité de pilotage.
  • Un document préliminaire présentant les premiers résultats, conclusions et recommandations est partagé avec le comité de pilotage.
  • Rapport d’évaluation (draft et final) de 20-30 pages incluant un résumé du rapport en français.
  • Compte rendu de la réunion de restitution est rédigé.
  • Les données brutes collectées.

Le rapport, qui sera produit en français, devra contenir un résumé.

PROFIL ATTENDU

Education

  • Diplôme universitaire de 2ème cycle (BAC + 5) en : médecine, statistique, sciences sociales, santé publique, gestion, protection ou autre discipline connexe.
  • Disposer d’un certificat valide en technique d’évaluation de projets humanitaires / de développement ou être membre ou affilié à une association d’experts en évaluation reconnue, est un atout.

Expérience

  • Expérience d’au moins 5 ans dans le travail d’évaluation de projets multisectoriels notamment dans les secteurs santé (VBG, MHPSS), WASH, nutrition et protection.
  • Expérience avec des méthodes d'évaluation innovantes (qualitatives) et des méthodes d'enquête sociale (collecte de données, saisie, analyse), des entretiens semi-structurés et des discussions de groupe.
  • Expérience dans les pays d’intervention est appréciée
  • Expérience dans l’évaluation de projets financés par DGD est appréciée

Qualité et justification de la méthodologie

  • Proposition technique claire et adaptée basée sur la bonne compréhension des questions d’évaluation.
  • Description générale et pertinence de la méthodologie.
  • Présentation des outils proposés à chaque étape du processus d’évaluation.
  • Calendrier de travail cohérent avec la méthodologie et les délais escomptés.

Autres atouts

Practicalities of the call
The structure of this call is somewhat unique, in that it is a call for one or more consultant(s) to deliver three independent but interrelated trainings – hereafter referred to as ‘Outputs’ – for staff and members of EuroMed Rights. For each applicant, it remains within their discretion whether to apply to deliver one, two or three of the Outputs, depending on the expertise which they feel can be offered. Based on the applications received, a decision will be made by EuroMed Rights as to how best to choose the right consultant/combination of consultants to deliver this full package of trainings. The exact and ultimate timing of each of the Outputs will be negotiated with the consultant(s) to ensure that the schedule is amenable to all parties concerned.
 
All three sessions will take place online, and can be conducted in French or English (depending on the language preferences of the consultant(s) – there is no need for a uniformity of language across the three sessions as bi-lingual interpretation can be provided).   Dates for each session will be negotiated with the consultant(s) according to their availability, However; logically, the series of trainings would begin with the session “Output 1. Gender mainstreaming in human rights organisations” (see below), and this would ideally be planned for January 2024.
The timeline for the two following Outputs (Output 2. Intersectionality, and Output 3. Gender-sensitive budgeting) will be between February –  April 2024, subject to the agreed-upon preferences of the consultant(s) and EuroMed Rights.

Objectives and outputs of the work 
This project aims to deliver a series of three trainings to the Executive Committee, the staff, the Executive Committee, and the members of the EuroMed Rights network to build their capacity in terms of confidently mainstreaming gender into all aspects of the network’s work.  The consultant(s) will deliver three concrete products: 
 
Output 1:  1.5 hour workshop on gender mainstreaming within human rights work (/EuroMed Rights network). 
Aim of the session: To explore in greater detail exactly how gender can be mainstreamed in the context of EuroMed Rights’ work (i.e. operating as an international network of human rights organisations). As a network spanning the Euro-Mediterranean region, how can gender mainstreaming be transversal in work in vastly different socio-political contexts? 
Internally, within the EuroMed Rights Secretariat, advising on concrete ways in which GM could best be ensured at the political, organisational and programme levels of it’s work. 
Target audience: Staff and members of the Executive Committee of EMR. Gender Focal Points from each Working Group. 
 
Output 2: 1.5 hour capacity sharing session on the concept of intersectionality. 
Aim of the session: Hosting an interactive, capacity-sharing session on intersectionality – exploring the concept, with a focus on the implications and interactions of socio-political identities in key thematic areas of EuroMed Rights’ work, namely: Migration and asylum; Economic, social, and cultural rights; Women’s Rights and Gender Justice; Accountability, access to justice and space for civil society; Promotion and protection of democracy and freedoms. 
Target Audience: Staff and members of the Executive Committee of EMR. Gender Focal points of each Working Group. 
 
Output 3: 1.5. hour training on gender-sensitive budgeting. 
Aim of the session: Provide solid guidance on intentionally and pragmatically integrating gender in all financial planning at the organisational, programmatic and project levels of the network – implementing a gender-sensitive context analysis at all levels and allocating budget accordingly.  Target Audience: Staff and members of the Executive Committee of EMR. Gender Focal Points of each Working Group. 
 
For each Output, EuroMed Rights would request that all supporting documents (slides, PPT presentations etc.) and a short document compiling a concise set of guidelines/take-aways which can be shared on the organisation’s website are provided within an agreed-upon timeframe after the delivery of said Ouput (e.g. within a deadline of 2 weeks).
 
Process and timeline 
The deadline for applications is set as the 20th of October, 2023. 
Each candidate is kindly asked to submit their application, referencing which and how many Output(s) they wish to contribute to:

The consultancy/ies shall be conducted according to the following anticipated timeline:

  • Commencement of initial contract (including preparation time): 15th January. 
  • Delivery of 1st Output: between 16 – 31 January 
  • Delivery of 2nd and 3rd Outputs: Tbc. between February and April 2024. 
  • Finalisation of payments for third/final contract (as and before as applicable): April 2024.

Project background
Over the spring 2021, Oxfam Belgium and Oxfam International through the Global Humanitarian Team supported the development of multi-country Humanitarian Programmes that was submitted to the DGD on July 15th 2021 that had launched a “Protection financial framework”. For the first time, the Belgian Donor had attributed pre-identified envelopes to its 8 humanitarian partners. The Oxfam topline intervention had been discussed with the DGD prior to the final submission of the programme.
 
In line with DGD regulations, one final evaluation of the programme is required to justify the use of the funds. The evaluation report must be submitted to the administration within six months after the end of the action.

Evaluation objectives
The evaluation aims to provide Oxfam and our local partners, DGD, key local and national authorities and other stakeholders in the intervention countries with an assessment of the results generated by the programme. The evaluation will focus on a set of criteria which are deemed most relevant for a multi-partner programme addressing needs resulting from active conflicts in 6 different countries. These are taken from the Oxfam Humanitarian Indicator Tool (HIT) which incorporate DAC criteria and add others.
 
Overall, through this evaluation, Oxfam aims at:
  • Evaluating the relevance, effectiveness and efficiency of the project and/or its implementation process, as well as the sustainability of the approaches used;
  • Identifying the achievements and shortcomings in the implementation of the project and the corrective measures to be taken for future opportunities / analyse the strengths and weaknesses of the project;
  • Providing stakeholders with recommendations that may be used to adjust the objectives and ways of working of the next phase (and other programmes);
    Fostering knowledge-building and sharing, and mutual learning among the different stakeholders of the programme.
The specific objectives of the evaluation include:
  1. Assess the Extent of Identification and Mitigation of Primary Protection Risks Across Six Countries: This objective aims to gauge the degree to which communities in the six target countries have identified and effectively addressed their primary protection risks.
  2. Measure Empowerment Across Gender and Age Groups: This objective seeks to quantify the empowerment levels of women, men, girls, and boys in assuming proactive roles in their own protection within their respective communities.
  3. Analyze the Impact of Community-Based Solutions on Peace and Social Cohesion: This objective entails an examination of the influence of community-driven solutions on the promotion of peace and the enhancement of social cohesion.
  4. Evaluate Community Readiness and Responsiveness: This objective focuses on assessing the readiness and responsiveness of communities by strengthening community-based early warning systems and implementing Group Cash Transfer programs.
  5. Assess the Effectiveness of Contextual Local Advocacy Initiatives: This objective involves evaluating the effectiveness of locally-driven advocacy initiatives developed in partnership with local actors and communities.
  6. Examine Advocacy's Contribution to Addressing Root Causes: Here, the goal is to evaluate how these advocacy efforts contribute to addressing the fundamental causes of poverty and foster action on the interconnected issues of conflict, protection, and hunger.
  7. Analyze Alignment with Broader Advocacy Efforts: This objective will scrutinize the alignment of the humanitarian response with Oxfam's overarching advocacy endeavors aimed at addressing root vulnerabilities, such as conflict, inequality, poverty, and the climate crisis.
  8. Evaluate the Strengthening of the Humanitarian-Development Advocacy Nexus: This objective involves assessing the extent to which the intervention reinforces the connection between immediate humanitarian assistance and long-term development and advocacy objectives.
  9. Assess Adaptability to Diverse Needs and Contexts: This objective will evaluate how well the activities adapt to the unique needs and contexts of each country while remaining in harmony with Oxfam's strategic goals.
  10. Evaluate Impact on Gender Equality and Inclusion: This objective will examine the intervention's impact on promoting gender equality and the inclusion of marginalized groups in decision-making processes, protection measures, and food security initiatives.
  11. Assess Partnership Effectiveness: This objective will gauge the effectiveness of Oxfam's partnerships with local organizations and other stakeholders in executing the intervention.
  12. Evaluate Synergy Between Oxfam and Partners: Lastly, this objective will analyze the synergy between Oxfam and its partners, exploring how effectively they collaborate to achieve the desired outcome
