medica mondiale e.V. and Emma Organisation for Human Development are looking for a regional consultant with international expertise in planning, monitoring, evaluation, accountability and learning (PMEAL) for the project "Living in Dignity II" that is implemented in the Autonomous Region of Kurdistan in Iraq.
 
About medica mondiale e.V.
medica mondiale e.V. is a non-governmental women’s organization based in Cologne, Germany, that supports women and girls affected by violence and conflict. In partnership with local women’s organizations, medica mondiale offers comprehensive programs that include psychosocial, medical, legal, and economic support for women and girls in crisis situations. In the Kurdistan Region of Iraq and other areas impacted by conflict, medica mondiale works alongside communities to strengthen support systems for women and girls who have experienced violence. The organization also cooperates with local institutions to promote approaches that are sensitive to the effects of trauma and focused on restoring dignity, safety and well-being. Currently, medica mondiale is active in the Kurdistan Region of Iraq, Afghanistan, West Africa, Southeastern Europe and the African Great Lakes Region.
 
About Emma Organisation for Human Development
Emma Organization is a non-profit organization established in 2013 that works to enhance community well-being in both the Kurdistan Region of Iraq (KRI) and Northeastern Syria (NES), with a focus on rehabilitation, skills development and support for women and vulnerable groups, including those affected
by displacement or conflict. The organization provides counseling and practical assistance to women who have experienced violence, while also encouraging their positive participation in social, community and peace-building efforts. Emma also delivers training to staff of public institutions to strengthen effective support for women affected by violence. In addition, the organization contributes to program development that improves services and protection for women and families.
 
About the project
The “Living in Dignity II” project is implemented with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) to provide holistic stress- and trauma-sensitive support for women.

Purpose and objectives of the assignment
The overall purpose of the assignment is to support Emma and medica mondiale e.V. in the establishment of a PMEAL system, aligned with the project’s goals and to build and expand the capacity of Emma’s and medica mondiale e.V.’s PMEAL staff, while also ensuring the successful planning, implementation and oversight of the final project evaluation.
 
Specific objectives include:
  • Co-create a tailored PMEAL framework that aligns with the project’s goals and indicators
  • Co-create data collection tools, reporting mechanisms and a results-oriented monitoring approach
  • Strengthen Emma’s and medica mondiale’s project/regional teams ability to independently manage PMEAL systems through training and ongoing mentorship
  • Ensure the PMEAL system adheres to international standards and donor requirements, enabling effective project tracking and accountability
  • Offer strategic guidance on evaluation methods and impact measurement to ensure the project’s effectiveness
  • Direct planning, tendering, and implementation of the evaluation, ensuring alignment with medica mondiale’s Evaluation Framework, OECD-DAC criteria, and BMZ evaluation guidelines.Review key deliverables, provide technical guidance, and facilitate active stakeholder participation by valuing and integrating the knowledge and experience of partners and participants. Manage the full evaluation cycle, including the Management Response process, to deliver methodologically sound, objective, actionable results and foster learning.
  • Foster a learning culture that encourages ongoing improvements, driven by data and insights, while adhering to ethical practices (e.g. Do No Harm approach)

EVALUATION THEMATIQUE DE L’APPROCHE APPUI AU MENAGES VULNERABLES

Financement : Direction générale Coopération au développement et Aide humanitaire (DGD) et Vétérinaires sans Frontières – Belgique (VSF-B)

L’objet de l’évaluation s’inscrit dans le cadre de l’évaluation à mi-parcours du programme quinquennal 2022-2026 subsidié par la Coopération belge (DGD) intitulé « L’approche One Health pour un bien-être durable des communautés dépendantes de l’élevage familial ».  VSF-B a pris l’option de commanditer une évaluation thématique externe de son approche dénommé « Approche (holistique) d’appui aux ménages vulnérables » qui est au cœur de notre programmation sous financement DGD, mais également dans bon nombre d’autres projets.

L’analyse et l’évaluation de l’approche va se concentrer dans deux pays d’intervention, l’Ouganda et le Burundi. Le groupe cible direct de l’évaluation est constitué par une diversité de ménages bénéficiaires dépendant de l’élevage (agro-pasteurs au Nord Ouganda et agro-éleveurs au Burundi) qui ont bénéficié des appuis de VSF-B pendant la mise en œuvre des programmes successifs de la DGD depuis 2017. L’évaluation analysera un échantillonnage sur base des différents types d’appui reçus dans le temps.

Comme objectif principal, cette évaluation devra permettre de tirer les enseignements sur base des outcomes enregistrés au sein des ménages appuyés et l’analyse des facteurs qui ont contribué et qui contribuent aux changements observés.

La mission examinera notamment les Théories de Changement et s’attachera donc particulièrement aux principaux changements induits au niveau des bénéficiaires. Elle s’appuiera sur les données disponibles ainsi que sur celles qu’elle jugera nécessaire de collecter. Elle prendra en considération les effets planifiés et les effets positifs et négatifs non prévus. Elle analysera et compara les changements entre les ménages ayant bénéficié de mesures de soutien lors du précédent programme 2017-2021 et ceux du programme 2022-2026 et entre les deux contextes (ménages « agro-éleveurs » de Burundi et ménages « agro-pastoralistes » au Nord Ouganda).

La méthodologie doit être participative avec une forte interaction avec les parties prenantes, les bénéficiaires et les partenaires locaux et pourra se baser sur les approches d’évaluation comme la récolte des effets/récolte des incidences (Outcome Harvesting), évaluation par les bénéficiaires, changement le plus significatif, analyse des contributions, narration participative.

Les principaux résultats attendus de cette évaluation thématique sont :

  1. L’appréciation objective du niveau de réalisation des changements théoriques attendus par la mise en application de l’approche d’appui aux ménages vulnérables et les contributions des actions et acteurs du programme à l’atteinte de ces changements : est-ce que les ménages vulnérables ont pu sortir de la vulnérabilité grâce aux interventions de VSF-B ?
  2. Les réponses aux principales questions spécifiques posées dans les présents Termes de Référence ;
  3. La formulation de conclusions et recommandations sur base de l’analyse des changements et des facteurs contribuant à ces changements. Une attention particulière sera portée aux mesures et actions à mettre en œuvre dans un potentiel prochain programme quinquennal 2027-2031 et aux recommandations destinées à l’amélioration de nos Théories de Changement. Les recommandations qui seront faites doivent cadrer avec le programme et sa philosophie et aussi avec les budgets limités disponibles.

TENDER:
 
Plan International Belgium is looking for a Dutch-native translator who will translate, transcreate and adapt textual materials from English or French to Dutch, for use in both our internal and external communication.
The chosen partner will work in collaboration with several team members to develop a multitude of assets.
The assets include, but are not limited to:
  • Blog posts, testimonials and website articles
  • Informative brochures
  • Commercial onepagers
  • Position papers
  • SEO pages (Search Engine Optimisation)
  • Social media content
  • Etc.
The chosen partner will ensure that all textual assets meet Plan International Belgium’s requirements in terms of tone of voice, inclusive language and accessibility (Tone of Voice NL attached to tender invitation). When it comes to transcreation, the chosen partner will make sure that translated texts are adapted to the resonate with our Belgian audience.
 
When it comes to SEO, the chosen partner will adapt the text in agreement with specific Dutch keywords, which may differ from those used in the original language for translation. In this way, the partnership may involve copywriting to a certain extent.
 
We are looking for someone who can be part of our extended Marketing, Communication & Campaigns team. As such, he/she/they may potentially participate in brainstorm sessions or creative moments organised by the team lead.
 
The annual budget foreseen for translation and transcreation to Dutch approximates to 40,000 EUROs, VAT excluded. The contract will be of a framework type, with individual assignments being awarded to the chosen partner according to agreed rates and conditions, with a duration of maximum 4 years. Full exclusivity is not guaranteed.
 
The job will mostly be done remotely. We may require the presence of the partner for specific moments such as team brainstorming sessions. Expense fees for travels will be clearly indicated in the invoices.
 
Dutch-native (Flemish) with native or professional knowledge of French and English are essential given the requirements of the tender. The partner shall also be fluent in one of these two languages (in addition to Dutch) to ensure smooth communication with our staff.
