Practicalities of the call
The structure of this call is somewhat unique, in that it is a call for one or more consultant(s) to deliver three independent but interrelated trainings – hereafter referred to as ‘Outputs’ – for staff and members of EuroMed Rights. For each applicant, it remains within their discretion whether to apply to deliver one, two or three of the Outputs, depending on the expertise which they feel can be offered. Based on the applications received, a decision will be made by EuroMed Rights as to how best to choose the right consultant/combination of consultants to deliver this full package of trainings. The exact and ultimate timing of each of the Outputs will be negotiated with the consultant(s) to ensure that the schedule is amenable to all parties concerned.
 
All three sessions will take place online, and can be conducted in French or English (depending on the language preferences of the consultant(s) – there is no need for a uniformity of language across the three sessions as bi-lingual interpretation can be provided).   Dates for each session will be negotiated with the consultant(s) according to their availability, However; logically, the series of trainings would begin with the session “Output 1. Gender mainstreaming in human rights organisations” (see below), and this would ideally be planned for January 2024.
The timeline for the two following Outputs (Output 2. Intersectionality, and Output 3. Gender-sensitive budgeting) will be between February –  April 2024, subject to the agreed-upon preferences of the consultant(s) and EuroMed Rights.

Summary of the expectations of the providers

Objectives and outputs of the work 
This project aims to deliver a series of three trainings to the Executive Committee, the staff, the Executive Committee, and the members of the EuroMed Rights network to build their capacity in terms of confidently mainstreaming gender into all aspects of the network’s work.  The consultant(s) will deliver three concrete products: 
 
Output 1:  1.5 hour workshop on gender mainstreaming within human rights work (/EuroMed Rights network). 
Aim of the session: To explore in greater detail exactly how gender can be mainstreamed in the context of EuroMed Rights’ work (i.e. operating as an international network of human rights organisations). As a network spanning the Euro-Mediterranean region, how can gender mainstreaming be transversal in work in vastly different socio-political contexts? 
Internally, within the EuroMed Rights Secretariat, advising on concrete ways in which GM could best be ensured at the political, organisational and programme levels of it’s work. 
Target audience: Staff and members of the Executive Committee of EMR. Gender Focal Points from each Working Group. 
 
Output 2: 1.5 hour capacity sharing session on the concept of intersectionality. 
Aim of the session: Hosting an interactive, capacity-sharing session on intersectionality – exploring the concept, with a focus on the implications and interactions of socio-political identities in key thematic areas of EuroMed Rights’ work, namely: Migration and asylum; Economic, social, and cultural rights; Women’s Rights and Gender Justice; Accountability, access to justice and space for civil society; Promotion and protection of democracy and freedoms. 
Target Audience: Staff and members of the Executive Committee of EMR. Gender Focal points of each Working Group. 
 
Output 3: 1.5. hour training on gender-sensitive budgeting. 
Aim of the session: Provide solid guidance on intentionally and pragmatically integrating gender in all financial planning at the organisational, programmatic and project levels of the network – implementing a gender-sensitive context analysis at all levels and allocating budget accordingly.  Target Audience: Staff and members of the Executive Committee of EMR. Gender Focal Points of each Working Group. 
 
For each Output, EuroMed Rights would request that all supporting documents (slides, PPT presentations etc.) and a short document compiling a concise set of guidelines/take-aways which can be shared on the organisation’s website are provided within an agreed-upon timeframe after the delivery of said Ouput (e.g. within a deadline of 2 weeks).
 
Process and timeline 
The deadline for applications is set as the 20th of October, 2023
Each candidate is kindly asked to submit their application, referencing which and how many Output(s) they wish to contribute to: 
Concretely, in the opening line of your application, please specify “Output 1 – Output 2 – Output 3” as applicable.  
The consultancy/ies shall be conducted according to the following anticipated timeline: 
  • Deadline for applications: 20th of October.
  • Response and consultation with EuroMed Rights: week of 23rd October. 
  • Negotiation of terms with consultant(s): week of 30th October 
  • Commencement of initial contract (including preparation time): 15th January. 
  • Delivery of 1st Output: between 16 – 31 January 
  • Delivery of 2nd and 3rd Outputs: Tbc. between February and April 2024. 
  • Finalisation of payments for third/final contract (as and before as applicable): April 2024.  
Please note: Signature of all contracts will take place in 2023.
