BACKGROUND & CONTEXT
In the race to cut greenhouse gas emissions and rein in climate change, demand for critical minerals is booming. Materials such as lithium, cobalt, and magnesium are essential components of today’s EV batteries, wind turbines, solar panels and other low-carbon technologies currently powering the world’s renewable energy systems. Mining for these materials on land is already underway, but with demand surging, some are now looking to tap the deep seafloor for metal ores.
Indeed, some nations already have obtained deep-sea mining exploration permits with the International Seabed Authority (ISA). But mining permits cannot be granted until a mining code is agreed upon between the ISA’s 168 members. Very little is known about the deep ocean, and there is growing apprehension voiced by scientists, governments and oceanadvocates including WWF, who warn of the catastrophic effects mining could have on the fragile deep-sea ecosystem and more widely on our already stressed and polluted oceans.
Delicately balanced deep-sea ecosystems, home to millions of species, would be irreversibly damaged by deep seabed mining (DSM). At the same time, plumes of sediments, laced with toxic metals, would be sent upwards to poison marine food-chains, whilst also potentially
releasing tons of carbon sequestered in the ocean, thus permanently worsening the climate change crisis.
These concerns have led to calls for a moratorium on deep seabed mining – which WWF is backing as part of the Deep Sea Conservation Coalition. This moratorium is typically proposed to allow for thorough scientific research and the development of robust regulatory frameworks to govern DSM that can protect the marine environment from harm, as well as the sharing of potential financial proceeds and a transparent and responsible regulatory body. The momentum is growing, and to date, 40 countries have joined the call for a moratorium, precautionary pause, or ban on DSM.
Within this context, the WWF’s No Deep Seabed Mining Initiative has been launched officially in 2021. The initiative is working globally and is hosted by WWF Belgium.

  - Conducting workshops and guide discussions to develop the strategy and workplan
  - Help establish effective governance practices, including clear roles and responsibilities
  - Help develop and track KPIs for each pillar
  - Monitor workplan implementation and guide the team towards strategic adjustments if needed
  - Stay informed on megatrends influencing the industry and policy work to adapt the workplan if necessary.
